You are so right. Without Upward Bound, there was no Phyllis in my family’s life. Upward Bound programs are associated with colleges who have applied for a grant to house them. Therefore, if you google Upward Bound and scroll past the usual government and wikipedia entry, you will start to see the names of individual Upward Bound programs…like the University of Northern Iowa Upward Bound, for example. So, you can look to see if your local university or college has an Upward Bound. After that, you can contact the program staff (who are very busy so don’t be offended if they take a long time to respond — they may need a reminder), and ask about volunteer opportunities, which is mostly in tutoring. They employ college students who are sophomores and beyond, usually at the schools where the programs are housed. But, I think other students can apply for summer positions and tutoring during the school year. They employ educators with teaching experience during the summer.
